CONCLUSION

Periodic recertification in the Food Stamp Program represents a necessary compromise between two competing policy objectives. On the one hand, states need accurate information to determine whether households remain eligible for the program and what participating households’ benefits should be. On the other hand, supplying and processing information imposes real costs on households and the state agencies. States want to minimize these costs so that they do not discourage program participation or waste administrative resources.5
